got this done yesterday didn't post it cause I was hanging out with friends
some info 

Doesnt have an elemental affinity. He does some slightly forbidden spells(and totally forbidden ones too) and trespasses through cut-off areas to get what he needs. He also scrys and spies on people(which is look down on and scrying is just straight out illegal). But, he's trained in class A witchery and sorcery and knows how to take an aquatic Panlur down in one blow. Lives no where and is a nomad who travels the world, but mostly stays on Calibur and Kyrae. 
Hes actually a good person and has many reasons behind his actions, and some are even agreeable. He will not work for money, unless it benefits him and all of the people involved. He won't kill someone unless he's at gunpoint. Ray just does what he needs to do to survive, because the way he was raised is slightly barbaric. He is quiet and stealthy and looks grumpy and tired. He is, most of the time. He's a very snakey fellow, and practically slithers when he walks, very flexible as well. 
Ray is not a true dragon, he is 1/8 coastal leaper(a huge serpent that lives in the ocean and swims through sand) and the rest is dragon(the ones that have a "human" form). However, he cannot shapeshift unless he uses his transmutation spells.
